今天还有一个热点是三星,7月22日Galaxy Unpacked发布会上宣布要给Samsung Wallet加原生稳定币支持,演示画面里放的是Circle的USDC界面,但三星没有正式确认发行方、区块链、托管模式和上线时间,这几个最关键的技术细节全部留白,只给了一个方向性的信号。
真正让这件事值得关注的不是三星又多了一个功能,是分发规模。三星2025年全年出货2.412亿台Galaxy手机,Samsung Wallet在韩国本土已经有将近1900万用户,业务覆盖61个国家,这个体量随便切一小块出来,都能碾压绝大多数加密原生应用的活跃用户数。
而且三星在这条赛道上已经埋伏了七年,2019年Galaxy S10就上线了基于Knox安全芯片的硬件隔离私钥金库,支持比特币以太坊和波场,还能接Ledger的硬件钱包,去年7月又和Coinbase合作,让7500万美国Galaxy用户能直接在钱包里买币,同期还砸了4.08亿美元入股Upbit母公司Dunamu。这次的稳定币功能,是把过去七年埋的这些基础设施,第一次真正串成一条完整的消费级分发链路。
我自己最关心的一个悬而未决的问题,是这个稳定币功能到底是托管还是非托管,资金到底是用户自己掌握私钥,还是三星或者第三方代管,这个选择直接决定了监管归谁管、出了问题谁负责,现在官方一个字都没提。
放在美国GENIUS法案和欧盟MiCA这些监管框架逐步落地的背景下,三星选择哪种模式,某种程度上比它选哪条公链更重要,因为这决定了稳定币能不能真正绕开加密行业过去十几年都没解决的获客难题,从交易所的自留地变成手机里像发短信一样自然的支付工具。$USDC
#CLARITY法案推进受阻,参议院分歧扩大
Continuing from the clue mentioned yesterday, there is a new development today. On August 3, Senate Majority Leader Schumer officially confirmed that the CLARITY Act will have a formal Senate vote before the recess. This wording has been upgraded from "should vote" to "already scheduled," which is a substantial progress.
But I have to be clear, being scheduled for a vote and passing are two completely different things. This time, the threshold is not a simple majority but 60 votes, a bipartisan hurdle. The Republicans need to secure support from about seven Democrats. The sticking point remains the old issue: Senators Murphy, Van Hollen, and Merkley have officially expressed opposition because the latest merged version of the bill removed the ethics clause they requested, which restricts senior officials from having business dealings with the crypto industry.
Procedurally, the current pace is that if the motion to end debate is submitted today, August 5, the earliest vote on whether to enter formal debate will be on Friday, August 7. This is only a procedural vote, not the final passage. The Senate will have only four working days left in Washington.
Polymarket's probability of passage within the year is now between 30% and 33%, roughly the same level as the 35% I mentioned yesterday. There has been no obvious rebound due to Schumer's scheduling confirmation, indicating the market does not believe that merely being scheduled for a vote substantially increases the chance of passage. What everyone cares more about is whether those seven Democratic votes can be secured.
I personally interpret Schumer's move more as an accountability gesture than substantive progress. Even if the vote fails this time, it will put the positions of each undecided Democratic senator on the table, facilitating subsequent accountability or pressure.
